Phil Noble, Jr.

Phil Noble is recognized globally as one of the leading experts on uses of the Internet in the civic sector - in politics, media, government and public affairs.

Phil first became involved in politics at 9 years old, handing our brochures for John Kennedy's presidential campaigns in 1960 - and has since been continuously involved in politics in the US and in 30 countries around the world.

After college he worked as a Legislative Assistant in the US Senate and in 1979 started Phil Noble and Associates, a political and public affairs consulting firm. The firm has been involved in more than 350 corporate, public affairs projects and political campaigns in the 40 states and 35 countries including 25 campaigns to elect the President or Prime Minister in countries of North and South America, Europe, Asia and Africa.

In 1996, Noble founded PoliticsOnline, the premier international company providing fundraising and Internet tools for politics. The company is responsible for over a dozen major innovations and industry first in the field of Internet and politics. He has authored two books including the first-ever Guide to the Internet and Politics and numerous articles on the Internet, communications and politics for U.S. and international publications. Currently, Noble is also the publisher of three online political publications, The Weekly PoliTicker, NetPulse, and the Online Money Chase.

The firm is a recognized international leader in developing and applying new communications strategies and technologies for businesses, governments and politics.

His peers recognized Noble in 1997 with a special award from the American Association of Political Consultants as the International Political Consultant of the Year. He has also received other professional awards for excellence from the Latin American Association of Political Consultants, the Inter-American Center for Political Management and several other professional organizations. He was also the subject of a page one profile in the Wall Street Journal.

The firm has developed major e-democracy projects for such clients as the European Union and European Parliament, United Nations/Papandreou Foundation, Council of Europe, Metropolis/World Bank, The BBC, AOL Time Warner, Bertelsmann Foundation, The International Crisis Group, Amnesty International, governments in Sweden, Holland, Australia, Spain, Malta, over a dozen political parties and organizations and many others.

Noble is a frequent speaker and lecturer for university, corporate and public policy seminars and courses in the U.S. and internationally with approximately 50 speeches and seminars annually. From 1998-06, Noble taught a course on Campaigns, Democracies and the Internet at the University of Amsterdam. In Feb. 2001, he was a Resident Fellow of the Institute of Politics of the John F. Kennedy School of Government of Harvard University.

Noble is a current or former Board of Directors of the International, American and the Latin American Association of Political Consultants and was a founding member of the European Association of Political Consultants. He also, serves on numerous national and international boards including the World Summit on e-Democracy - Paris, The Journal of e-Government, Global Forum of Europe, George Washington University's Institute for Internet, Politics and Democracy, Campaign Finance Institute, Agnes Scott College and others.

In addition to his professional activities, in South Carolina in 1984 Noble founded and for eight years served as volunteer Executive Director for The Palmetto Project, a clearinghouse of innovative community development ideas and projects in South Carolina. This unique non-profit foundation started more than 75 new projects to build and improve local communities. The group's innovative concepts and work won it international recognition and special Presidential awards from presidents George Bush and Bill Clinton. Also, Noble serves on a variety of state and local boards and commissions in South Carolina.

Noble, was a Democratic candidate for Lieutenant Governor of South Carolina in 1994 and currently serves as President of the SC Democratic Leadership Council. He lives in Charleston, South Carolina with his wife and two children.

Noble, 57 was born in Greenville, South Carolina and graduated from Tennessee Military Institute in 1969. He received his advanced education at Cambridge University in England, American University in Washington, DC and Birmingham Southern College (BA 1974). He also did graduate work in 1975 at the University of Stockholm.
